Despite the publication of a first report highlighting allegations of irregularities and corruption in the Coastal Towns Climate Resilience Project (CTCRP), no visible disciplinary action has been taken against Project Director Government Md. Sazzad Kabir. He continues to serve in the same position and remains involved in key project activities.

The situation has raised fresh questions among project stakeholders: will the allegations be properly investigated, or will project activities continue under the shadow of unresolved complaints?

The CTCRP, a five-year project with an estimated budget of around Tk 2,500 crore and financed by the World Bank, began implementation in 2023. The project aims to improve infrastructure and strengthen climate resilience in 32 municipalities in Bangladesh's coastal areas.

However, nearly three years into implementation, the project's physical progress is reportedly around 10 percent, according to project sources. The slow pace of implementation, coupled with allegations of irregularities, has raised concerns about the project's overall management and future progress.

Allegations Centered on the Project Director
Several project-related individuals have alleged that after Sazzad Kabir assumed responsibility as project director, the influence of a particular group increased in various administrative and financial decisions.

Besides the project director, the names of Deputy Project Director Zubaida Akter, Md. Shahjahan and Ujjal Tripura have also been mentioned in connection with the allegations.

According to the complainants, a particular group has allegedly established significant influence over decisions involving recruitment, consultancy, design and financial activities.

However, these allegations require independent verification and investigation before any conclusion can be reached.

Allegations of Preferential Recruitment and Bribery
Project-related sources have alleged that after Sazzad Kabir took charge, some previously recruited outsourced officials, employees and consultants were removed. Subsequently, allegations emerged that new personnel were recruited based on personal preferences.

There are also allegations that substantial sums of money were exchanged in connection with some of these recruitments. However, the identities of those allegedly involved, the amounts purportedly exchanged and the details of the recruitment process would need to be established through an independent investigation and examination of official records.

Designer Appointments Cancelled, Questions Raised Over Outsourcing
Under the CTCRP, there is a plan to construct 34 modern markets across 32 municipalities. Although the project's Development Project Proposal (DPP) reportedly provides for the appointment of designers, allegations have emerged that designers appointed during the tenure of the previous project director were removed after Sazzad Kabir assumed office.

It has further been alleged that design work was subsequently carried out through outsourcing at comparatively lower costs, while questions were raised over whether additional amounts were subsequently shown or billed under the relevant budget heads.

This has prompted questions about whether any changes to the manpower structure or procedures specified in the DPP received the necessary approvals. Questions have also been raised about the process used to assess the quality of the design work.

These matters could be clarified through a review of project documents and an independent investigation.

Questions Over Payments to Foreign Team Leaders
One of the more serious allegations concerns three consultancy packages under the project.

According to allegations, the packages included positions for three foreign team leaders. Questions have been raised over whether the individuals actually came to Bangladesh and performed the required duties, while substantial amounts may have been processed as payments for their services.

Several officials, speaking on condition of anonymity, said it was necessary to establish how much work the foreign team leaders actually performed, where they were based during the relevant periods, and what documentary evidence exists regarding their presence and performance.

If verified, such allegations could raise significant concerns about financial management and transparency in a World Bank-financed project.

Allegations Over the Quality of Construction Work
Allegations have also emerged concerning the quality of construction work being carried out in different municipalities under the project.

The complaints involve markets, roads, drainage facilities and public toilets. Some sources have alleged the use of substandard construction materials, while others have raised questions about the quality of workmanship and possible financial discrepancies.

Project-related stakeholders have emphasized that, given the scale of the project, regular supervision, measurement, verification of bills and independent technical assessments are essential to ensure construction quality.

Whether there have been weaknesses in these processes also warrants examination.

Why Has No Action Been Taken?
Following the publication of the first report containing various allegations concerning Project Director Sazzad Kabir, no visible disciplinary action has reportedly been taken against him. He continues to hold the position of project director.

This has led to questions among project stakeholders about whether the allegations have been formally investigated, whether any investigation is underway, and, if so, what progress has been made.

Questions have also been raised over how major financial and administrative decisions are being supervised while the allegations remain unresolved.

Given the project's estimated budget of around Tk 2,500 crore and its World Bank financing, calls for an independent and impartial investigation have gained importance among those familiar with the project.

Further documents and information relating to CTCRP's recruitment procedures, consultancy packages, design work, bills and vouchers, construction quality and implementation progress are being collected.
