NCP Refuses to Sign July Charter Without Legal Assurances: Nahid Islam

Nahid Islam, Convener of the National Citizen Party (NCP), has said that signing the July Charter without a clear legal foundation would be “meaningless.” He announced that the party would abstain from participating in the signing ceremony unless concrete assurances are provided.Speaking at a press conference held at the party’s temporary office in Bangla Motor, Dhaka, on Thursday morning, Nahid Islam said,

“If we sign the charter without a legal basis or assurance regarding the order, it will be meaningless. We want guarantees on what basis a future government will implement it and what the final text will be. Until these matters are ensured, we will not take part in the July Charter signing event or any related arrangements.”

The NCP convener urged the government to finalise and publish both the implementation order of the July Charter and the proposed referendum question before the signing ceremony.

He further stated that Chief Adviser Dr. Muhammad Yunus is expected to issue the draft implementation order of the July Charter as an expression of the people’s sovereign will.

According to Nahid Islam, if the July Charter is approved by the people through a referendum, any subsequent “note of dissent” will hold no validity. Based on the referendum’s outcome, the next elected parliament will exercise its constituent power to amend the constitution. The revised document, he added, will be titled “The Constitution of Bangladesh, 2026.”

The signing ceremony of the July Charter is scheduled to be held on Friday at the South Plaza of the Jatiya Sangsad Bhaban.
