A Beacon of Humane Leadership: Shimul Biswas

Just as a strong institution is built through the combined skills and experience of capable individuals, an ideal family is formed through trust, hard work, and shared dreams. Advocate Shamsur Rahman Shimul Biswas was born into such a value-driven and distinguished family in Kutipara, Pabna. Rooted in humanism, education, and social service, this family legacy continues to shape his thoughts, character, and lifelong commitment to public service.

Advocate Shimul Biswas is a seasoned, mature, and forward-looking politician. He is the Bangladesh Nationalist Party (BNP)–nominated candidate for the Pabna-5 constituency in the upcoming National Parliamentary Election scheduled for 12 February 2026. According to local residents, his popularity in the constituency is so deeply entrenched that he faces little meaningful electoral challenge. His long-standing political integrity, close engagement with the people, and consistent humanitarian work have made him a symbol of trust among the citizens of the area.

Throughout his political career, he has repeatedly proven himself worthy of the confidence and trust of BNP Chairperson and former Prime Minister Begum Khaleda Zia, as well as the party’s Acting Chairman, Tarique Rahman. For more than a decade and a half, he has remained closely associated with Begum Khaleda Zia, establishing himself as a reliable companion and trusted political ally of the BNP. As a continuation of this trust, he currently serves as an Adviser to the BNP Chairperson. At the same time, he plays a key role as the Managing Editor of the national daily Dinkal, edited and published under the leadership of Tarique Rahman.

Advocate Shimul Biswas comes from a family of rich social and moral heritage. His father, the late Azizul Islam Biswas, was an honest, education-loving, and socially conscious individual. His grandfather, Alhaj Ahed Ali Biswas, was a renowned contractor during the British era and a distinguished philanthropist. Beyond constructing physical infrastructure, he believed in nurturing human values, ethics, and social responsibility. This noble legacy has profoundly influenced every stage of Shimul Biswas’s life.

From childhood, he was raised in an environment enriched with love, discipline, and humane values. After completing his early education, he studied at Gopal Chandra Institute, Edward College, and Shaheed Bulbul College. He later earned his Bachelor’s degree in Law from the University of Rajshahi. However, his education extended far beyond textbooks. Understanding social realities, standing firmly against injustice, and standing beside the marginalized became his true classroom.

His political activism began during his student years. His courageous, clear, and principled stance in defending the rights of general students quickly earned him widespread recognition. His election as Vice President of Shaheed Bulbul College for three consecutive terms stands as clear testimony to his leadership qualities, organizational skills, and popularity. To him, politics was never a tool for personal gain or power; rather, he viewed it as a noble responsibility devoted to public service.

After completing his legal education, he joined the Pabna Bar Association. Yet he refused to confine himself to professional boundaries alone. He became actively involved in advocating for the rights of working-class people. Through his initiatives, labor federations and transport workers’ unions were formed, organizing thousands of workers and raising awareness about their rights and dignity.

In 2002, Advocate Shimul Biswas assumed state responsibility as Chairman of the Bangladesh Inland Water Transport Corporation (BIWTC). Under his leadership marked by efficiency, integrity, and foresight, a loss-making organization was transformed into a profitable and functional institution. His initiatives in river route development, ferry terminal modernization, and improvement of passenger services brought new momentum to the country’s communication system. His contributions to improving river connectivity between Pabna and Dhaka remain particularly noteworthy.

Beyond politics, his most enduring identity is that of a humanitarian. He established the “Alhaj Ahed Ali Biswas Welfare Trust,” donating nearly 110 acres of land to build schools, colleges, madrasas, mosques, Eidgahs, technical institutes, libraries, and orphanages. To date, more than 3,600 homeless families have received shelter, and employment opportunities have been created for over 3,000 people. He has also overseen the construction of more than 110 mosques and madrasas. The Trust’s activities continue uninterrupted, demonstrating that humanitarian service for him is not a symbolic gesture, but a lifelong philosophy.

In his personal life, Advocate Shamsur Rahman Shimul Biswas is known for his simplicity, restraint, and humility. Despite coming from an affluent background, he has chosen a modest and disciplined lifestyle. His wife, Parveen Afroze Tanu, has stood silently yet steadfastly beside him through every struggle and success. Their two sons, Tanvir Rahman Mithun and Saad Faisal Rahman Nipun, are progressing in their respective paths while upholding strong values of humanity and ethics.

Today, Advocate Shamsur Rahman Shimul Biswas is far more than a politician. He stands as a humane leader, a dedicated social worker, and a symbol of positive change. His life reminds us that true leadership does not begin with holding power; it begins with selfless service to humanity—a legacy that lives on in the gratitude of the people, generation after generation.
