Allegations of Financial Irregularities in Recruitment, Job Regularization and Transfers at DSCC: Mashiur

Serious allegations of financial irregularities have been raised against Md. Mashiur Rahman Khan, Secretary of Dhaka South City Corporation (DSCC), concerning recruitment, job regularization, postings and transfers. Several individuals familiar with the matter have alleged that money was demanded in exchange for processing official files, regularizing employment and reinstating dismissed employees, as well as influencing administrative decisions. Calls have emerged within the corporation for an impartial investigation into the allegations. However, the claims require independent verification.

Allegations of Crore-Taka Transactions in Job Regularization
According to the allegations, after assuming office as DSCC Secretary, Mashiur Rahman established his own circle of influence within the administration. Questions have been raised over whether transfers, postings and promotions—routine administrative procedures—were influenced by improper financial transactions. There are also allegations that certain official files were deliberately withheld until payments were made.

The complainants claim that Tk 300,000 was collected from each of 60 office assistants and computer operators in exchange for regularizing their employment, amounting to Tk 18 million (Tk 1.8 crore) in total. Similarly, allegations have been raised that Tk 200,000 was collected from each of 26 work assistants for job regularization.

These claims could not be treated as established facts without independently verified documentary evidence and statements from the individuals concerned.

Further allegations concern financial transactions involving the reinstatement of previously dismissed employees and their subsequent placement in important positions. According to the claims, between Tk 200,000 and Tk 300,000 was allegedly collected per person for reinstatement, with additional payments sought for preferred postings.

Alleged Irregularities in the Allocation of Additional Responsibilities
Allegations have also emerged concerning the assignment of additional responsibilities to junior officials in important development projects under executive engineers at DSCC. It has been claimed that seniority rules and administrative regulations were disregarded in favour of preferred candidates.

The complainants have called for an investigation into whether improper financial benefits influenced these decisions. Allegations of discourteous behaviour toward colleagues and a deterioration in administrative discipline have also been raised.

Questions Over Previous Postings
Claims of irregularities have also been made concerning Mashiur Rahman Khan’s previous postings in government service.

During his tenure in Pabna, allegations reportedly concerned revenue collection, the disposal of certificate cases and the issuance of commercial licences. In Karimganj, Kishoreganj, questions have been raised over the alleged irregular allocation of khas land and vested properties.

Further allegations relate to the management of government development allocations during his assignments in Shalla, Sunamganj, and Itna, Kishoreganj.

Questions have also been raised about his tenure as Additional Deputy Commissioner in Manikganj and Tangail, particularly regarding market leasing. Other allegations concern food-grain procurement at the Ministry of Food, licensing-related activities at the Ministry of Expatriates’ Welfare and Overseas Employment, and procurement and contractor bill approvals at other public institutions.

The claims require examination of relevant official records, investigation reports and any judicial findings before conclusions can be drawn.

Promotion Following Political Changes
Allegations have also been raised concerning Mashiur Rahman Khan’s role during the 2018 national parliamentary election, when he served as Upazila Nirbahi Officer (UNO) of Itna in Kishoreganj. The allegations concern the possible misuse of administrative authority and interference in the electoral process.

Complainants have also questioned the circumstances surrounding his subsequent promotion to the rank of Deputy Secretary following the political transition on August 5, 2024, particularly in light of claims that he had previously been denied promotion.

However, the circumstances surrounding his promotion cannot be conclusively assessed without reviewing the relevant government orders, promotion records and departmental documents.

Calls for an Impartial Investigation
Calls have been made for a comprehensive review of completed and pending job regularization cases, the reinstatement of dismissed employees and the allocation of additional responsibilities in development projects at DSCC.

The complainants have recommended forming an impartial investigation committee to examine the relevant files, financial transactions and administrative decisions to determine whether any rules were violated.

They have also called for a lawful examination of allegations concerning the assets and financial transactions of Mashiur Rahman Khan, his wife, Poly Ahmed, and individuals alleged to have acted as intermediaries. They have urged the Anti-Corruption Commission (ACC) and other relevant authorities to examine the allegations in accordance with the law.

Statements from Mashiur Rahman Khan and the other individuals concerned should be sought and incorporated into the report to ensure fairness and balance.

If an independent investigation establishes that misconduct occurred, appropriate legal action should follow. Conversely, if the allegations are not substantiated, the rights and reputations of those concerned must be protected. An impartial, evidence-based investigation is essential to establish the facts and ensure accountability.
